Course and Offering statues - PLEASE HELP

Summary:

@Jamie Rancourt-Oracle Something's changed and our system isn't behaving how it was before. Can you please help, this is creating a massive headache for everyone involved.

Below is a snapshot from the learner's page.

The learning item in blue was set up as Course: Active for learner and Active for manager. The Offering is set as Requested for learner with the activate assignment checked and Active for the Manager.

The following navigation occurred on the learners side. Searched course in catalog, opened course. Selected the ACTIONS box and then request course. Then Enroll button for offering. Their course is showing as no active offering and their offering is showing as requested.
