Opportunity Marketplace Welcome Page not working

Hello!

Currently I'm experiencing inconsistent behaviour with the OMP Welcome Page. Some non-prod's have this working perfectly for new users, while others are missing this page and landing first on the Interest page. What causes the Welcome page to display or not display? Config is exactly the same for all non-prods so I'm a little lost.
