Specific group to refer an employee apply to a job

Dear Experts,

In internal/external jobs under "Me>opportunity Market Place", specific group of people should get a option to refer an employee option under actions to refer.

Example- Only department or grade "X" should get a option to refer an employee, remaining employees should not have this option.
