Automate withdrawal of learners with terminated employment

We turned on the process "Update Learning Assignment Statuses to Deleted or Withdrawn for Learners Whose Employment Was Terminated" following the release notes for 23B. We are in version 23B  in PROD.

This was done today.

We are now finding out that the process is withdrawing learning items that are not completed from employees with two employment records.

Has anybody else experienced this issue?
