Instruction text for a field

Hi,

We have noticed the below instruction for the Name change effective date field. I have found this via Edit Pages and can change or remove the text.

I wondered if any other users know more about this instruction and if this is seeded Functionality? If so, when was this delivered and do we have the same control for all fields? I have not yet come across this for any other fields in the system.

Investigations are ongoing and I will add any updates to this post but any information would be great.
