Course Assignment status is not moving to Not Started when Offering Assignment is created

Summary:

We have noticed that when Admin's creates a Offering level assignment to a learner for which already a course level assignment exists, Assignment at course doesn't move to Not Started and stays in No Active Offering.

Offering Level assignment shows as Not Started.

Course->No Offering Selected.

Offering->Not Started.

Any fix to mitigate this issue?
