How can HR see Employee Resignation which is pending for Manager Approval ?

Summary: Need to know how can HR see Employee Resignation which is pending for Manager Approval ?

Content (required): If an employee has resigned and the resignation is pending for Manager's approval, HR cannot see the same in the "Termination" page for that employee. HR can add resignation (voluntary / involuntary) at that stage also. Is it possible that HR user can see that the resignation is pending for Manager's approval ?
