For document of record only owner of the bi report is getting output, other employees are unable.

Summary:

We have document type: Employee certificate. when employee enter the required details before submitting employee can view document. One pdf file get downloaded with draft watermark.

and after submitting the draft watermark goes away. this is the expected behavior. 

This output comes from a report and in permissions we have added "Employee". But only the Owner is able to get the expected result of this functionality.

When we are trying with other employees after clicking on view document, PDF file gets downloaded but error appears.
