Disable/ Restrict New Manually Send Request Information Functionality

Summary:

The new functionality, "Manually Send request InfoMation Notification", allows recruiters to send the Request Information Form during nay phase and state of the candidate selection process and comes automatically configured. We do not want recruiters to be able to send this out until after the offer is accepted due to not wanting to collect certain info for legal reasons before the candidates agrees to work for our company. Therefore, we are wondering if there is a way to restrict this new action to only certain phases/ states?
