Learning Administrator able to edit and delete conversations added by other Learning Admins

Hello Experts,
Learning Administrators have the option to add 'Administrator Conversation' on Course, Offerings, Specialization and Communities and this option cannot be disabled via configuration.
We recently discovered that a Learning Admin can edit and delete conversations added by other Learning Admins. I'd expect the Learning Admin to be able to delete self-service conversations and edit/delete only those Administrator conversations where they are the author.
A learning Admin being able to edit/delete Administrator conversation added by other Learning Admins - is that the expected system behavior?
