Merge functionality when 'Move to HR' is sending withdrew email

Summary:

We turned on the Merge functionality when 'Move to HR' but it is forcing the HR team to re-create the offer and it sends the candidate and manager an email saying they have withdrawn his/her job application. Is there a way to not have to re-create the job offer or at a minimum turn off the notifications that go to the candidate and manager? It is confusing everyone about what is happening.
