Clarity needed on new 23A feature for Mass Withdraw Protection Improvements

We need to enable this feature(LEARNING INITIATIVE AND ACCESS GROUP MASS WITHDRAW PROTECTION IMPROVEMENTS) in our lower testing environment. But there is not much clarity in the 23A release notes regarding this feature. Can someone please let us know if there is any reference in the Oracle document for this and provide us more details on this new feature.
