Can we set the visibility of attachments to Learners and Instructors also?

I see that attachments can be added to ILT activity and by default visibility is set to Administrators.  I am not able to see the attachments from self service. Is there any set up required? 

How about learners and Instructors?Can we set the visibility of attachments to Learners and Instructors also? 

Is there a possibility that learners and Instructors could also attach files to activity via self service pages? If yes, how can learners retrieve them /see from Learning history? 

Appreciate any info on this, pls.
