Is it possible to directly assign a position to a candidate without going through the steps defined?

Hi,

Is it possible to directly assign a position to a candidate without going through the steps defined in a flow of candidates?
Could I define a flow of candidates in which the position would be directly assigned to a particular candidate?

For example Director job,  doesn't require a flow of candidate selection in this case.

someone who has applied some satisfactory solution in this case?
