Not able to correct Assignment Row with effective sequence more than 1

Summary:

When loading (Correct) HSDL file for assignment for updating a dff field value, the load fails for any effective sequence other than 1, however, if we load the first effective sequence, i.e. 1, it is loading the record correctly, but automatically updating any future effective sequence rows as well.

Is this expected behavior?
