Action and Action Reason

Hello everyone,

We are currently facing an Action Reasons issue. I have created some Action Reasons for specific countries, CZ and SK. The action reasons are reflected correctly for these two countries, however, we found out that the action reasons are also visible for other countries as well.

Does anyone know what this might be the issue?
