Need access to Stuck Transaction under Transaction Console

Hello All,
Please help us identify the Privilege / Role which will give us access to Stuck Transactions under the Transaction Console.
Navigation: Tools Transaction Console > Status > Stuck.
The delivered role "Human Capital Management Application Administrator" does provide the required access but we are unable to segregate the privilege from this role to create our own custom role.
Kindly guide how can such a custom role be created.
