BIP report date field value from parent report is sent in incorrect/different format to child report

I have created a BIP report that has one parent report and one child report.

The parent report has a grid with hyperlink, that hyperlink creates the following URL:

?_xmode=1&_paramsP_LEGISLATION=United%20States&_paramsP_DEP=&_paramsP_START_DATE=2022-12-31T19:00:00.000-05:00&_paramsP_END_DATE=2023-07-30T20:00:00.000-04:00}&_paramsP_MONTH=02&_xf=pdf

However, this URL opens the blank child report, on further analysis I got to know the correct URL that works and gives the results in child report should be:
