Recruiter Not Receiving Notification when Requisition is initiated by HM

Summary:

The hiring manager initiates a requisition, but the assigned Recruiter does not receive a bell notification or "Things to finish" notification. However, the recruiter is still able to go in and finish the requisition.

We are using custom security roles.

Note: the profile value IRC_REQ_ALLOW_RULE_CONFIG_CUSTOMIZATION_ENABLED is set to Y. Does this cause a permanent issue with notifications / alerts being sent to the Recruiter, or is there a workaround? This hiring team uses Positions and needs to be able to initiate requisitions using Positions.
