Can we upload AP Invoices using fbdi with Withholding tax lines?

Summary:

We are migrating AP invoices with withholding tax lines in AP Oracle Fusion, is there a way to load it using the fbdi template? And what Line Type we can use?

Content (required):

The line type to choose from is just Item, tax, frieght and miscellaneous. But Withholding taxes are with negative amount line, will this effect the Header amount = line amount way of loading using fbdi? Or is there any other way to load it together with the Invoice lines? This is one requirement from our client.
