Local HR Learning Role is not able too view Learners under his AoR scope

Summary:

Hi community!

We are trying to manage both Global HR Learning and Local HR Learning roles.

The goal is to make the Local able to see only those Learners who are part of his Legal Employer.

To create the Local HR Learning Role, we created a copy of the Global role and segregated it by Legal Employer. Below the AoR configuration:

Unfortunately, if the Local HR Learning tries to assign a course to a Learners, it is unable to find any employee:
