Is Withholding Calendar a MUST setup?

Summary:

Greetings dear experts, we are currently trying to create a Withholding Tax for a specific BU. However invoice is not calculating Tax. We review the setups and calculation point is correctly set (Invoice Level) but withholding tax line is not being calculated.

We found a missing setup which is Withholding Calendar.

We need to achieve Tax Calculation for withholding at Invoice Level. Is Withholding Calendar set up needed? When we validate invoice or select calculate tax at invoice taxes lines are not being created and no error prompts.
