How to make Profile Upload show up first in 2nd Pass?

We are streamlining our 1st Pass by only collecting basic information on the Personal Information block, like Name and Email.  If we decide to move the candidate to 2nd Pass we will require more detailed personal information.  Since we are not able to suppress the warning errors on the Personal Information block, we would like to allow the candidate to use the Profile Upload to upload their personal information and eliminate most of the warning errors.  The problem I am running into is that the Profile Upload block is being skipped because it does not have any mandatory fields in this block.  Is there
