Allowing users to view completed tasks in "My Tasks" (OIC / PCS)

I'm not sure if this is the correct forum but I have serious visibility issues with OIC / PCS.  We need users to be able to see, but not act on, all tasks in their task lists.  I have added all users to Process Reviewer role which gives them access to all the in flight tasks (not completed) regardless of whether they were part of the process or not.  However, only users with the Process Owner role can see completed Tasks in "My Tasks".  We cannot give all users Process Owner, and after openning and SR the support team said
