Reconcile Learning Assignments without activity sequencing

We don't see the action 'Reconcilation learning assignments' in 23B. Upon checking the EL Expression, I see that it only is available when activity sequencing is enabled. (#{backingBeanScope.LSClassDetailsBean.sequencingEnabled})

Is there any reason that it's only available when activity sequencing is enabled? Is there another way of reassigning the offering when there is a change in content of the offering?
