Restrict User Creation for Pending Worker

Summary:

Client has a requireement to restrict User Account getting created automatically for Pending Worker and instead the User Account has to be created only after the pending worker is converted to Employee.

Content (required):

Use Case : Applicant been Move to HR from recruitment, the same data been created a pending worker in Core HR with the person number assigned automatically by the system and the user account is getting created with the same person number. Whereas client is maintaining the separate sequence of person number for employees and the user account has to be created as per this sequence.
