Change Salary Workflow

We have two roles for Line Manager:

"Line manager Including employees salary view"

"Line manager Excluding employees salary view"

Now i want to change the workflow so in case the line manager have the "Line manager Excluding employees salary view" role, then the approval request will be redirected to "Secondary Manager"

how i can achieve that ?
