Need OTBI report showing all active employees AND whether or not they are enrolled in Medical

Summary:

I have been asked to develop a report that shows all active employees (Assignment Status Type = Active) and include a column showing the medical plan name they are enrolled in and if not enrolled, leave blank.

Using the subject area Benefits Enrollments Real Time, I have no problem identifying employees enrolled in one of our medical plans or waived the plan. The issue I'm having is also including all other active employees who are not enrolled for example Limbo/PRN employees who are not eligible. I tried adding the subject area WFM - Worker Assignment Real Time but the report still only shows enrollments. I understand why it does this. Is this a way to include both medical enrollments and no enrollments at all in an OTBI report or does this need to
