Retrigger RMI Notification

Summary:

Once candidate accepts offer we have an action configured in CSP to trigger RMI. The notification goes out fine when the candidate reaches that state the first time. However, when we revert the candidate and redraft the offer and move them along to the same state the notification is not going out a second time. Is this expected functionality? We have a workaround to trigger notification a second time but want to confirm this is expected functionality.
