Make phone as mandatory

Hi,

My client needs is to make the phone number mandatory in the Family and Emergency Contacts screen.

Meaning I could not press submit in the new contact screen until I fill a phone in communication.

I didn't see I have a Phone number in TDS but even if I it does the 'mandatory' massage appear only when I get into the communication section.
