AOR missing from workflow approval path yet configured in rule correctly

I have a 'Promote' approval process set up with 2 different areas of responsibility in the approval path, Compensation representative and HRIS Representative.  Both employees with these AORs were out on vacation and so the AORs were reassigned to another backup user.  Upon their return, the AORs were deleted from the backup user and the end date was removed from the original employees in their AOR assignment under 'Manage Areas of Responsibility'

Now the approvals are not routing to either of these AORs. They are both missing from the approval path.  Is there something else I need to do to reactivate these?  Is anyone aware of a current bug?
