ORC and HR: Internal transfer/global transfer stuck in Manage Job Offers

Summary:

If an employee only has one assignment, the transfer/global transfer process is straight forward. After the recruiter creates the offer and submits it, the transaction, now in a Pending Manual Processing status, goes into Manage Job Offers for a final push to HR. However, when an employee has multiple assignments or work relationships (ei: Employee and Contingent Worker assignments), the Manage Job Offers step looks different. Instead of bringing up their Offer details, the Employment Info page comes up. At this point it's "stuck" and does not go into the Transaction Console for approval or into Person Management.
