French Canadian PO PDF without French Canadian language pack

Summary:

we have a requirement, when the user logged in to the system, all the front end forms to be displayed in English language where as for a specific suppliers, the PO PDF should be printed on French Canadian language. For sure we do not need any language pack to be applied, but need to develop a custom PO PDF template ( RTF) by adding custom logic to be printed PO PDF in the French or English. Pl. let me know is my assumption is correct here.
