How do I restrict HR Specialists from seeing other people in the HR Department?

Summary:

We would like to restrict our HR staff from seeing each other. I set up an exclusion rule and custom security profiles and assigned it to the role but it doesn't seem to be working. Here are the steps I took. What am I missing or doing wrong?

I created an HCM Exclusion Rule and excluded the HR positions we don't want them to see.

I created custom roles by copying the regular roles and then assigned them to the Human Resource Specialist User.

I then created a person security rule and applied the exclusion rules.

Next, I attached the person security profile to all the new custom roles.
