Recruiter can't create a job offer unless they are listed on the requisition.

Summary:

How do I give recruiters the ability to create an offer letter regardless of if they are the listed recruiter on the requisition? In the past, all our recruiters were able to create job offers for anyone, regardless of who was the recruiter on the requisition. I don't know what changed but now, if a recruiter isn't the "assigned" recruiter they get the following error and can't create the offer.
