How to configure payment withholding tax company segment based on invoice liability company segment

Withholding tax calculation point is Payment, we need SLA rules to default the balancing segment (company segment) of Withholding Tax base on the balancing segment of invoice liability account. How to achieve this?

To create account rule, for the source value, we tried: Invoice Liability Account, Invoice Liability Account of the Invoice Payment, Invoice Distribution Account. But none of them works.
