If my Requisition includes one line with an inventory item (destination type Inventory) and I check the funds, this message is shown:

In the distribution line, I have detailed project, task and expenditure type.

How can apply a budgetary control in case when the inventory items are into the requisition? Can the budget be decrease in some way?
