How do we change the Observer Type?

Summary:

We have a special profile that was built for us called an Educator. These are individuals that are not managers but do live education for learners in their unit. How do we add their profile to be an option so they can assign and perform and Observation checklist. It is not effecient for the managers to assign the checklists to the Educator as there could be 50-100 checklist at a time.

Not sure if it would be better to add them as an option such as self like in Learning Assignments when assigning a course? Or if we can make them a representative by their job title, but the checklist would have to go to the individual that assigned the checklist to the learner.
