We are experiencing some new behavior with learning initiatives.    In R12,  if a learning initiative is set with a future start date the learning assignments processed immediately.  However, in R13 the learning assignments are not made until the Learning Initiative Future Start Date.   Can anyone confirm that this is the expected behavior for R13?
