How do we enroll people from a particular department who have not been enrolled earlier

Summary:

We want to enroll a course to people in particular department and ensures that course has to be enrolled only to the people who are not enrolled earlier on it(self enroll or Admin enrollment).

Is there a way to achieve this?

Past Completion of Required Type are available for the learners on this course and we don't want to create a Duplicate record in Completion status by including everyone in that department.
