Skip Level Approval in Requisition Approval

Summary:

We have a requirement from business where in if the approver is unavailable to reassign/delegate the approval action to someone else, can Oracle be configured to have a Super User to access the requisition for Approval in case the actual approver goes missing.

Can we define a 2 level approval and let the top approver approve the requisition only if the 1st approver is missing or if the approval action has not been acted upon in a set time period
