How to setup Elements in the system? What are the pre-requisites before setting up Elements?

I need to setup the Salary Basis for Kenya on our system but before I do that, I need to setup first the Elements of Kenya. I cannot create the Element since it is required to have the Primary Classifications and Category. How can I set up these required fields before creating Elements?
