Make Skills and Qualification a required step before submitting an application for internal employ

We are currently facing an issue where internal employees who apply for jobs are not completing their Skills and Qualifications section. As a result, they are submitting their applications with only the prescreening questions filled out. Is there a way to enforce the completion of the Skills and Qualifications section as a mandatory step before employees can submit their applications?
