How to make approval mandatory

Summary:

Hello All,

We have set up an approval rule, where the transaction needs to get approved at two levels.

Observation: if the 1st level of approval condition is not met it skips to the second level, please let us know how to restrict this from happening, we would like to make the 1st level approval mandatory.
