Can backup Reviewer reopen the reconciliation with closed status

Summary:

If User A is the primary reviewer and User B is a backup reviewer

User A approved the reconciliation, and it went to a closed status.

User B (backup reviewer) wants to reopen the reconciliation, but the reconciliation reopen action is failed
