No work definitions to process

We have defined a new manufacturing plant in an existing cost org. Cost org relationship was also defined. We added a few work definitions in the new plant. When we ran the rollup, we got a message "No work definitions to process". The scenario start date is after the WD start date, and the costing/production priority is also set. We are able to get the WDs for the existing plant, but not for the new one. Are there any specific security/access requirements for Costing to access the new manufacturing plant? What are possible reasons for the message?
