Course Default Assignment Rules....Please Help!

Summary:

We need a course set up for return demonstrations that can be assigned manually at any time throughout the year and we need it to say complete or bypass complete (really doesn't matter) but show a completion date immediately after assigning. It is too tedious and difficult to manually go in and complete 50+ ppl at a time. Also, the employees doing assigning this cannot have access to the mass spreadsheet loader.

We are running into the course letting someone assign it twice then it won't go through a 3rd time. Observation checklist are not an option for this cause we cause there are too many people that need the ability to assign this.
