Autocomplete rule is not working when the candidate is in offer phase but in different requisition

Summary: We have a requirement i.e if a candidate is already in offer phase in one requisition and recruiter is trying to create the job offer for the same candidate in some other requisition then at that point of time system should through an error message or warning. So, for that I have write an autocomplete rule but while testing the same its not working. So, please help to resolve this issue.
