Manager assigning learning community to the team

Content (required):

The manager is able to assign the learning community from Explore page whereas the the manager is not able to assign it from Actions -> Assign learning to my team. From actions, as a manager they can assign videos, journey, course or specializations, Why not communities. Is there any specific reason if this is designed in such way ? Any remarks from any one?
