Change Assignment Workflow givinig out error

Summary:

While changing Salary amount and Shift for an employee we are using Change Assignment. The workflow is giving out error "Error caused by SOA component or the underlying HWF configuration or a Supervisor hierarchy setup issue."

We tried to do same changes for another employee and change assignment workflow got triggered for this employee and going as expected. This second employee has all the information similar to first employee like managers, LE, country, salary amount, shift even payroll etc.

Cannot figure out why similar changes are going through for second employee but not for the first one?
